Kevin Hughes
Kevin Hughes is the Administrator of the District of Columbia’s State Broadband & Digital Equity Office (DC SBDEO). The office is a part of D.C.’s Office of the Chief Technology Officer (OCTO).
As Administrator, Kevin leads D.C.’s broadband and digital equity programmatic efforts in the oversight and implementation of the National Telecommunications and Information Administration’s (NTIA) Broadband Equity, Access, and Deployment (BEAD) Grant, and Digital Equity (DE) Grant investments within the District.
Prior to his role with (OCTO), Kevin worked at NTIA and served as Team Lead, of the Connecting Minority Communities Pilot Program Grant (CMC), where he championed the awarding of $268 Million in funding, and provided oversight of (93) CMC awardees reflecting HBCUs, TCUs, and MSIs across the United States and its Territories.
Kevin also previously served as Vice-President of the Virgin Islands Next Generation Network (viNGN), a Broadband Technology and Opportunities Program (BTOP) award recipient and ISP based in the U.S. Virgin Islands. Hughes headed up and managed the PCC, SBA, and SBI BTOP grants respectively, and successfully led all digital equity and digital literacy initiatives, and programmatic efforts including: the opening, staffing, and outfitting of Public Computer Centers Territory-wide, provided device distribution (laptops) to eligible residents, and facilitated the implementation of digital literacy and workforce development training courses, leading to tele-work and other broadband related employment opportunities for residents of the Territory.
From a technical perspective, Hughes also co-led viNGN’s fiber-optic middle-mile infrastructure ring build-out (BTOP-CCI Grant) providing high-speed internet connectivity to CAIs across the Territory, and has also served in additional C-Suite leadership roles within the broadband and telecom private sectors within the USVI and New York City.
Rounding out his background, Kevin is a former adjunct college professor of Communications at The University of The Virgin Islands (HBCU). Kevin Hughes holds a Bachelor of Arts (B.A.) degree in Mass Communications from Lehman College, The City University of New York.
