Roy Hoover has more than 35 years of experience working with technology in educational environments. He has an Associate Degree in Electronics from York Technical Institute and a Bachelor’s Degree in Management and Organizational Development from Eastern Mennonite University. Starting as an audio-visual technician at a school district and growing to becoming Network and Telecommunications Coordinator at Lancaster Lebanon IU13 before starting Hoover Technology Consulting in 2021. https://hoovertc.com
An early adopter of the “put everything on your network” strategy, this system included FAX functionality and resulted in significant savings by eliminating analog telephone lines. Users were later moved to Microsoft Lync, Skype for Business, and eventually to Microsoft Teams.
I has been involved with E-Rate since its inception in 1997. E-Rate provides significant discounts to schools and libraries for eligible services but it has quite rigorous processes, procedures, documentation, and compliance requirements. Serving a term as the Co-chair of the E-Rate policy group in the Schools, Health & Libraries Broadband (SHLB) Coalition provided great experience in technology policy at the federal level. https://www.shlb.org
I have been involved with developing various kinds of policies and procedures for a wide variety of data, equipment, network, and other corporate resources for organizations. This included security policies, acceptable use policies, and incident response policies. Holding a Global Information Assurance Certification from the SANS Institute and remaining on the SANS Advisory board since 2015 has been a great honor. https://www.sans.org
In my spare time I enjoy volunteering with Information Technology Disaster Resource Center and using my technology expertise to help those affected by various disasters. In 2024 I became the Pennsylvania State Coordinator for ITDRC. https://www.itdrc.org
