Cybersecurity Pilot Program Call

Today, Friday May 24, we are holding a special policy call for our E-Rate group at 2 pm ET. We will discuss the FCC’s draft Schools and Libraries Cybersecurity Pilot Program Report & Order. We are considering whether to file a letter to the FCC requesting clarification of certain provisions that members have questioned.

Policy Groups Update

Here’s a look inside what was discussed in policy group meetings this week:

Bi-Weekly Member Policy Call: On May 20, over 180 people attended Monday’s SHLB Member Policy call, marking the highest attendance ever.

During the call, Jigyasa Sharma (Program Manager at US Ignite) and Vinny Scipione (Smart City Manager for Syracuse, NY) discussed their collaboration to develop a municipal-owned fixed wireless broadband network. The goal of this network is to provide internet access to underserved households.

In addition, several policy matters were addressed:

  • Eyes on the Board Act: We expressed our opposition to this act.

  • Capitol Hill Meetings: We engaged in discussions with Capitol Hill staff.

  • Senator Cantwell’s Spectrum Legislation: Unfortunately, it is facing opposition from the Department of Defense.

  • ACP Funding: While additional funding for the ACP does not appear likely, we remain persistent in our efforts.

  • FCC’s Cybersecurity Draft Order: We are reviewing the FCC's draft Schools and Libraries Cybersecurity Pilot Program Report and Order. The FCC plans to vote on this item on June 6.

Broadband Deployment Policy Call: On May 21, we discussed a few things during this call including:

  • Broadband Map Challenges: Approximately half of the state challenges to their broadband maps have been completed so far.

  • SHLB Symposium on Pole Attachments: The SHLB Symposium on pole attachment rates and practices is scheduled for June 13.

  • FCC’s RDOF Process Withdrawals: About one-third of RDOF awardees have relinquished at least some locations. We anticipate more withdrawals in the future.
